What do you expect? Going off of fflogs data, we can see there is a disparity between the amount of parses between the jobs who have cleared. There are three monitors on players and one monitor on Omega. Each monitor hits the closest two players with spread aoes. If there aren't enough players in front of the monitor, a random player gets hit. Four monitors, two targets each, each player only gets hit once. Monitors aren't proximity based.
